Keep business control separate from delegated access. AI-generated editorial illustration.

Your business should know which Ads account is being used, who can administer it, and which services depend on the agency's manager account. An invoice or a monthly screenshot is not an access register. Establish named business access, grant the manager only the capabilities required, and agree the handover before the first campaign goes live.

## Separate the account, the user and the manager

A Google Account is a person's sign-in identity. A Google Ads client account contains the advertising work. A manager account can connect to client accounts so an agency can manage them. Record the client account ID, direct users and connected managers separately; do not treat the agency's login as the business's only route in.

In Google Ads, manager “ownership” is a technical administrative setting. Linking an existing client account does not give the manager that setting by default; a manager that creates a new client account becomes its owner automatically. Google states that manager ownership does not remove the client account's data ownership or administrative rights. These platform definitions do not settle the terms of your agency contract.

## Match permission to the person's real task

Choose access by the task, then verify the actual permission screen. Read-only can suit an independent review; Standard can edit campaigns; Admin includes user and manager-link administration. Billing permissions and payment-profile users require their own review, so a job title such as “accountant” is not enough to describe the setup.

Use the table as a briefing aid rather than a complete permission specification. Google updates its access features, and the current access matrix remains the source of truth. The business should explicitly identify who can approve changes affecting users, billing and linked products.

A practical role brief based on Google's access matrix; confirm detailed permissions in the account.

| Need | Access to consider | Business check |
| --- | --- | --- |
| Review performance without editing campaigns | Read-only | Can the reviewer see the reports needed? |
| Operate campaigns | Standard | Who approves changes and reviews billing capabilities? |
| Manage users and manager connections | Admin | Is this a trusted authorised administrator? |
| Handle payments-related work | Billing or Admin as required | Check the payment task and profile-user arrangements separately. |

## Keep named business access that actually works

Invite people through Access and security and confirm that the invitation was accepted. Ask the business administrator to sign in and verify the correct customer ID, campaigns and access screen. A pending invitation or a screenshot supplied by someone else is not proof of working access.

Google warns that relying on a single administrator can interrupt tag management if that person becomes unavailable. Consider a second authorised business administrator, with responsibilities and recovery arrangements recorded. Use individual sign-ins; Google advises against several people sharing one username and password.

Keep an access register containing the person's name, business email, role, reason, approver and review date. Include connected managers and a contact for each. Review it when someone changes role or leaves, rather than waiting until the next agency transition.

## Worked example: a business hires an external campaign manager

Hypothetical example, not a Biaway client arrangement: a supplier appoints an agency to operate its campaigns. The general manager needs administrative continuity, the marketing employee needs daily campaign access, and a finance colleague needs to reconcile charges. The agency needs to do the contracted work but should explain any request for additional ownership privileges.

The supplier records the client account ID and each access path before launch. It also asks who controls Analytics, tag management and the landing page. Those are separate assets: permission in Google Ads should not be assumed to provide the website or Analytics access needed for a tracking change.

Hypothetical handover register; names, IDs and financial data should be stored privately.

| Asset or responsibility | Recorded owner/contact | Evidence before launch |
| --- | --- | --- |
| Ads client account | Authorised business administrator | Direct sign-in to the correct account verified. |
| Agency management link | Named agency contact and scope | Manager relationship and ownership setting reviewed. |
| Payments and invoices | Business finance contact | Payment arrangement and invoice access confirmed. |
| Conversion recording | Named measurement contact | Tag/Analytics responsibilities and working action documented. |
| Landing page | Website administrator | A process exists for approved content or form changes. |

## Check dependencies before removing an agency

An individual client account retains its campaign history when a manager is unlinked, but that does not mean every dependent service continues unchanged. Google's documentation identifies consequences for shared audiences, cross-account conversion tracking and monthly-invoicing arrangements. A paying-manager link can be particularly important to continued ad serving.

Before a planned removal, list what the outgoing manager provides and agree a replacement where needed. Confirm direct business access, current billing, tracking ownership, active goals, reports and approved assets. Then review the platform's unlinking impact preview with the authorised administrator. Removing access should follow the handover plan, not substitute for it.

If the relationship is disputed or access is missing, preserve the available account records and use the appropriate administrator or Google support route. Do not share passwords or create an unplanned replacement advertising account simply to avoid understanding the existing setup.

1. Verify that the business can administer the correct client account.
2. Inventory billing, shared data and tracking dependencies.
3. Arrange replacement responsibilities and test affected measurement.
4. Record the agreed change, remove only the intended access, and verify campaigns and reporting.

## Make remote approval clear across the service area

For a Saudi Arabia business serving Hofuf and Mubarraz within Al Ahsa, the person approving spending may be in a different place from the employee handling enquiries. The same can apply to teams in Dammam, Khobar, Riyadh and Jeddah. Record decision authority by role rather than city, and agree one approval channel for budgets, user access and campaign changes. Biaway can coordinate online; geographic coverage does not require sharing a password or imply that an agency has an office in every location.

## Ask these questions before management begins

A useful proposal makes access and exit practical. Ask which client account will be used, whether the agency needs manager ownership, who can see invoices, and how the account and tracking will be handed over. Document the approval process for spending changes separately from day-to-day optimisation.

When discussing work with Biaway, bring the customer ID and a description of the existing users, managers and tracking setup rather than sending credentials. Confirm the actual management scope and any tracking or handover work required. No access role by itself guarantees campaign performance.

- Who at the business has tested direct administrative access?
- What task requires each manager or elevated permission?
- Who controls the payments arrangement and receives invoices?
- Which measurement assets would change if the manager were removed?
- What evidence will confirm a completed handover?

## Your questions.

01

### Does linking an agency automatically give it manager ownership?

Not when it links an existing client account: Google's ownership setting is separate. A manager that creates a new client account is owner by default. Inspect the actual Managers screen and ask why any ownership privilege is required.

02

### Should I give an agency my Google password?

Use individual user invitations or an appropriate manager-account link. Google recommends separate sign-ins and the minimum access needed. A shared password makes responsibility and removal harder to manage.

03

### Will changing agencies erase campaign history?

Google says the client account retains its own campaign history after unlinking. Review dependent billing, shared audiences and cross-account conversion tracking before the change; history retention does not mean those dependencies are unaffected.

04

### Is Read-only enough for a campaign audit?

It may be sufficient to inspect campaign reports, but the reviewer should state the exact access and linked assets needed. Grant additional capabilities only for an identified task, rather than making every reviewer an administrator.

## Your next step

Prepare a private access register with the Ads customer ID, authorised contacts, manager links and measurement dependencies. Biaway can discuss the access needed for the proposed work and a clear handover process without asking you to share a password.
