Choose a primary conversion because it reliably measures the outcome your campaign should pursue, not because it produces the largest count. Secondary actions can help you observe earlier steps. Check the campaign's selected goals as well as the action label: a custom goal can use a secondary action for bidding.

## Start with the outcome the campaign should pursue

A conversion-action list can contain a page view, an opened contact app, a form receipt and an accepted customer request. These are different stages, even when the interface displays them together. Decide what the campaign is meant to achieve before choosing which signals should guide bidding. A large event count can describe activity without demonstrating useful enquiries.

Ask the operational owner to define the business milestone in plain language. For a lead campaign it might be a received request that can be reviewed, or a qualified enquiry with a documented service fit when that later stage is reliably measured. It is not automatically a completed sale. Do not relabel an easily measured click as a qualified lead merely because the preferred outcome is harder to track.

## Check both the action and the campaign goal

Under standard goals, Google describes a primary action as eligible for bidding when the campaign uses its associated goal. Secondary actions normally remain in All conversions for observation. Therefore, the word Primary beside an action is not the whole audit: inspect the goal selected by the particular campaign as well.

Custom goals create an important exception. An action included in a custom goal can be used for bidding even if its action label says Secondary. Record whether the campaign uses account-default goals, campaign-specific standard goals or a custom goal. Do not tell an owner that a click is observation-only until those associations have been checked.

Primary status alone is not the full check; inspect the campaign’s selected goal. Biaway editorial diagram.

## Create a conversion decision register

This original register concerns an invented supplier and is not a record of Biaway campaign performance. Its purpose is to expose the meaning and reliability of each action before configuration approval. Add the action name, source, exact trigger, validation date, intended role, goal association and approver to your working copy.

The proposed roles below are conditional editorial examples. A real account may have other objectives or measurement limitations. Preserve uncertainty instead of pretending that every business can immediately optimize toward a later qualified-lead stage. If the strongest available signal is still an early step, document that limitation and the separate business evidence needed to interpret results.

Hypothetical action register: business meaning comes before the setting.

| Measured action | What it establishes | Decision to assess | Acceptance evidence |
| --- | --- | --- | --- |
| Service-page view | A page was viewed | Observation rather than a qualified-enquiry claim | Correct page and permitted event trigger |
| WhatsApp contact click | The visitor attempted to open the contact route | Usually observe as an earlier step for this enquiry objective | Approved destination and no false receipt label |
| Successful enquiry receipt | The agreed receiving system accepted a request | Candidate primary signal when valid and relevant | Delivery-stage definition, error checks and test exclusion |
| Imported copy of the same receipt | Potentially the same business event counted another way | Investigate duplication before including both | Source and event relationship documented |
| Verified qualified enquiry | The business confirmed agreed suitability conditions | Consider only when feedback is reliable and appropriately implemented | Consistent qualification rule and valid outcome record |

## Investigate duplicate representations of the same outcome

Suppose the supplier records a successful form journey using a website conversion and also imports a related analytics event. Two action names do not necessarily represent two customer requests. Trace the triggers and processing path. If they are alternative measurements of one outcome, decide which is the intended bidding signal and how the other should be used for observation.

Also separate repeated actions from distinct stages. A visitor who opens a contact link twice and later submits one request has not automatically produced three leads. Review event definitions, counting configuration and any deduplication logic that actually exists. Do not claim the platform will reconcile unrelated action definitions for you. Keep a dated test reference without copying personal form fields into analytics or an editorial worksheet.

## Use one qualification definition across the Saudi journey

An invented service provider receives a request for Hofuf or Mubarraz within Al Ahsa. The form receipt confirms reception, while qualification may require checking the type of work and actual coverage. A Dammam or Khobar request could need a different travel decision. The city is a fulfilment input, not a reason to invent a higher monetary value for the conversion.

The same business may receive a Riyadh or Jeddah enquiry about work delivered online or at an Al Ahsa site. Define the outcome from the real service agreement. Arabic and English forms should represent the same business stage when they share a campaign goal across Saudi Arabia. Biaway operates online; a proposed measurement plan does not imply local branches or prove that a contact action became a customer.

## Approve a controlled configuration change

Save the current action settings, campaign goal selection and reporting definitions before making a change. State the hypothesis, such as removing an early contact-app click from the intended lead objective. Name the campaigns affected and any custom-goal exception. A change to an account-default goal can affect a different set of campaigns from a campaign-specific override.

Google generally recommends consistent account-default goals, with campaign-specific choices used when the objective genuinely differs. Its documentation also explains that bidding models need to adapt after conversion configuration changes. This is a reason to plan a measured transition, not a promise that every account stabilizes or improves on a fixed date. Avoid changing unrelated budgets and targets simply to make the report look better.

## Verify the implementation and label the new baseline

After the authorized change, inspect the saved action role, standard or custom goal membership and campaign selection. Run appropriate isolated or agreed tests for the intended trigger. Confirm that failed submissions and internal tests do not become claimed business enquiries. An action appearing in a report is evidence of measurement, not a substitute for verifying its definition.

Mark the configuration date in your performance record. A lower conversion total after removing early events can simply reflect a stricter definition; it does not by itself prove worse advertising. Likewise, more recorded conversions after adding a goal do not establish growth in received requests. Compare a stable business measure over comparable complete periods and keep received, qualified and sold outcomes separate.

## Ask for a decision record you can hand over

A useful brief requests an action inventory, business-stage definitions, current and proposed goal associations, test evidence and a review plan. Clarify whether the work includes implementing a new receiving-system signal or only reviewing settings already present. Offline qualification feedback, consent-related changes and integrations need explicit scope and access.

Biaway can discuss a focused Google Ads measurement review around the outcome your team can actually verify. Bring an action list and non-identifying examples of the stages rather than customer messages. The aim is to align the campaign with a defensible signal and explain its limits, not to promise that selecting Primary will automatically produce better leads.

## Your questions.

01

### Does every Primary action automatically guide every campaign?

No. Under standard goals, the campaign must use the associated goal. Inspect action settings and campaign goal selection together.

02

### Can a Secondary action still be used for bidding?

Yes. An action included in a custom goal can be used for bidding regardless of its Primary or Secondary label. Check custom-goal membership.

03

### Should I make WhatsApp clicks primary because there are more of them?

Volume alone is not a sound reason. First establish what the click measures, what outcome the campaign should pursue and what reliable later evidence is available.

04

### Did performance decline if the conversion count falls after the change?

Not necessarily. The measured definition may have changed. Annotate the change and compare consistent received or qualified enquiry evidence rather than unlike totals.
